Thank you for your question. I am sorry you are having a problem with the pressure washer. If you need to use staring fluid to start the engine the problem is fuel related. First, make sure the fuel in the tank is less than five weeks old. If it is older than that, I recommend draining the fuel and refilling the tank with fresh fuel. If the engine still will not start, I suspect the main jet or emulsion tube in the carburetor is partly plugged. I found a video that shows how to completely clean the carburetor.
After cleaning the carburetor, check the choke to be sure it is closing completely. If it is, go ahead and check the operation.

If it doing the same thing, I recommend removing the air filter. Then place your hand over the opening of the carburetor so it is completely sealed. Then try to start the engine. If it starts easier doing this, I suspect the problem is still in the fuel system. If all the gaskets between the engine and the carburetor are sealing I would try a new carburetor.
Even though you cleaned the carburetor, some of the passages cannot be cleaned. Depending on how much you use the pressure washer replacing the carburetor might not be worth the cost. If I only used the pressure washer a few times a year and it ran fine once I got it started, I would not replace the carburetor. The most likely problem when a pressure washer doesn't build pressure is the orifice at the end of the wand being stopped up.
Begin by unscrewing the orifice (item 11) and removing it. Clean the orifice by running a small wire or drill bit through it. Turn the pump on and flush several gallons of water through the pressure hose and wand before putting the orifice back.
The second most likely is the unloader valve is stuck open and needs cleaning. Unscrew the unloader valve (item A) and wash and clean the parts that come out and the body inside the pump body.
